Chambers. Volume 19 Number 4 1991 September Maude Barlow is the chairperson of the Council of Canadians, She has been a leading opponent of the free trade agreement since before the 1988 elec­tion. In Parcel of Rogues, she pours out her frustrations on the Mulroney government for signing the agreement and, in her view, giving Canada to the United States. Barlow is a good writer and makes her points clearly. Anyone concerned with the future of Canada should read her book. Few others have taken the government to task so forcefully. However, Parcel of Rogues is far more than just a criticism of the free trade deal. It is really a report card on the Conservative government's perform­ance up to 1990, and, according to Barlow, it has failed Canadians miser­ably. Supporters of the government wilt likely consider this book a diatribe. Because Barlow is so convincing, readers without much knowledge of political and economic events would be well advised to take what she says very carefully. There are no end-notes for the references used in the book. A reader wishing to check on a source therefore has no idea where to look. This seri­ously weakens the practice of mention­ing references in the first place and is particularly damaging when statistics and numbers are used. Without references, they lose their validity.
