It is not apparent to this reviewer whether numbers 1, 3, 6 and 7 of this series have been published or are still in progress. Obviously, they and perhaps others will become available; there is, however, no reference in any of these booklets to what the other titles might be. Apart from the series title, "Library Service to Children" and one or two in-text references to helping librarians in small- and medium-sized public libraries, there is no overall statement of purpose or scope for the series.

Budgeting for Children's Services (#2)covers "Getting ready to budget," "Preparing the budget," "Budget models," "Presenting the budget," and "Managing the budget." With the fewest number of pages (twelve), this feels the skimpiest; I wonder whether there is enough practical detail here. I wonder, also, if this should not have been the last in the series-after all aspects of the program have been reviewed, one might approach budgeting with a better overall view.

The sections of Time for Tots: Library Service to Toddlers (#4) are "Why a library program for two-year-olds," "Characteristics of a two-year-old," "Planning and organizing the program," "What should you expect," "Selecting books for the program," "Non-book materials," and "Ending the program." If the assumption is that the reader needs basic, elementary information, I wonder if there should not be included one or two examples of programs for two-year-olds. This volume is helpful in that it does include numerous useful titles and a bibliography of additional readings for the librarian.

Pre-School Story times (#5), describing programs for three-to-five-year-olds, is probably the strongest of the four works here reviewed. It systematically deals with goals, organization, program, techniques, and limitations.

Audio Visual Media for Children in the Public Library (#8), with the most extensive and best bibliography, covers "Why media in the library?" (is this still an issue in public libraries?), "Selection," "Selection Aids," "Audio Recordings," "Filmstrips," "Films," "Video" (the organization and handling of these four types is reasonably well handled), and "Evaluation of audio visual services." Again, one wonders about placement in the series: should this have appeared earlier in order that references to audiovisual materials in earlier titles might have been more meaningful?

Generally, I am concerned about the adequacy of the information. Is there enough direction here for the people who are being addressed? I would argue for more concrete examples and many more useful titles, not only as sources of stories, poems, etc., but also as sources of professional enlightenment. Useful, perhaps, as an overview of the task of providing children's services, but only a beginning. Definitely not recommended for the teacher-librarian in the school.
