Editor, Franfoise Hubert, has done an excellent job in organizing these proceedings into an informative and readable publication. Aside from her personal expertise, the other contributors on the panel, and thus to this publication, were lawyer, Wanda Noel, Director of Copyright, A. A.Keyes, librarian, Diane Teeple, publisher, Michael Pitman, author, Elizabeth Woods, and policy analyst, Bruce Couchman. This spectrum of speakers does as one would and should expect, namely, address almost every question a person might have regarding copyright with some quite surprising answers. The first twenty-one pages address twenty-two specific questions submitted to Hubert by librarians.

This section alone covers most queries, clearly explained and answered by lawyer Noel who researched them in advance. The remaining pages are devoted to impending changes from the government's White Paper on Copyright, i.e., what can probably be expected in upcoming copyright legislation. Of particular concern to librarians is the possibility of collectives that will license libraries, schools, and universities for the right to copy works of one of their authors. The problems inherent in this type of arrangement are well discussed and worth reading as the many biases of the various interest groups affected are presented. Questions are posed after each of the panel members makes a case.

This slim but vital sixty-six page presentation is must reading for all teachers, librarians, and students, especially those who use photocopiers. The mood of those who are losing to copyright violators is becoming increasingly bitter if this publication is any indication. Prosecution is beginning and will increase. Recommended.
