Even though the promotion of libraries and library services is extremely important, practical applications of effective marketing techniques seem to be nonexistent in many libraries. Project Progress addressed this deficiency within the profession, yet there is little evidence to indicate that librarians have taken those recommendations seriously.

Cavill and Labuik, librarians with a common interest and expertise in public relations, have produced a practical manual that will appeal to librarians, trustees, and others who have an interest in public relations within the library context. Impact chronicles a public relations project undertaken at the Shellbrook Branch of the Wapiti Regional Library in Saskatchewan. It enabled the authors to test their theories of public relations within the library context. Funding was acquired through a research grant to the Library Development Board.

The manual, which is spiral-bound, is divided into five chapters. "The Community Survey" includes interviews and questionnaires that were developed for library users and non-users. "Public Relations Program" includes advertisements, etc. "Crisis PR-Building on Community Support" outlines communication tools. "Second Community Survey" and "Evaluation of Project" are also included. Two appendices include surveys and PR Planning Sheets used during the project.

Although there is a plethora of useful information, it would have been helpful to learn how much staff time was required to implement the project. Also, the inclusion of the research grant would have been helpful. The quality of the black-and-white photographs in the manual could have been better. Despite the minor criticisms, Impact is an important publication and belongs in all libraries because its contents can be modified and adapted to different library systems. Highly recommended!
