This short text is a valuable source-book, because in it Voyer presents the reader with a variety of information, maps, and tables showing the potential for offshore oil in the development of the Atlantic region of Canada. In his analysis, Voyer evaluates the points of view and roles of the federal and provincial governments and their agencies, as well as the positions being taken by the various oil companies and by other related industrial concerns with regard to developing the Venture and Hibernia oil fields and the Sable Island gas resources. He examines Norway's and Britain's handling of the North Sea oil development and seeks to find parallels to the situation in Atlantic Canada. The strength of Voyer's text is that it is comprehensive but concise, scholarly and well-researched but easily understood.
